The new Master Plan for water and wastewater services in Alba County was completed recently by EGIS, lead and delivered by Manuela Vacarel, Master Plan expert. This activity was undertaken as part of the service contract "Technical Assistance Services for Project Management and Advertising - AB3-CS1" related to the Rehabilitation and Expansion Project of Water and Wastewater Systems in Alba County, signed between EGIS ROMANIA SA – CCAT SOLUTION GRUP SRL Asociation, and the Contracting Entity, SC APA CTTA SA ALBA, as Regional Operator in the field of water and wastewater infrastructure in Alba County.
The purpose of the Master Plan is to implement the development strategy for Alba County in the field of water supply and sewage services for the period 2023 - 2053, targeting the entire territory of the county, taking into account the following investment programming horizons:
- short term: this is the immediate period (until 2027) in which the priority investments necessary for the proper functioning of the systems operated by the Regional Operator will be carried out, using the available funding sources (e.g. National Recovery and Resilience Plan, Sustainable Development Program, National Investment Plan, county budget, local budget);
- medium term: this is the development stage of water and wastewater systems subsequent to the ongoing programs, covering the period 2028 and 2034;
- long term > 2035: this is the period in which the development of low-priority investments will be carried out or in which investment objectives that have reached their designed lifespan or are technologically outdated will be rehabilitated and/or modernized.
The Master Plan will ensure that the localities in Alba County meet the compliance conditions assumed by Romania through the Treaty of Accession of Romania to the European Union.
The Master Plan is intended to be the county's main strategic document in the field of water and wastewater infrastructure. In this regard, its level of detail is optimized and correlated with this objective, in a clear and concise manner.
It was also taken into account that any project proposed within the Master Plan should be feasible and sustainable, based on a solid assessment of technical, environmental and financial aspects. Appropriate technological solutions have been proposed so as to take into account operational and maintenance requirements.
The medium and long-term strategy will provide the opportunity for local/county authorities to be able to forecast and allocate the necessary funds in an optimized manner, so that development is carried out progressively, respecting the compliance deadlines.
The Master Plan for water and wastewater services in Alba County, updated, was approved by both the Alba County Council, during the meeting held on March 11, 2026, and by the Contracting Entity, as mentioned in the address S.C. APA CTTA S.A. ALBA no. 37.1 of March 13, 2026.
