The challenge.
Egis delivered the Birsa Munda International Hockey Stadium under demanding programme, technical, and logistical conditions, requiring accelerated decision-making and tightly integrated delivery management.
The most significant challenge was the compressed 15-month timeline driven by the fixed opening date of the FIH Men’s Hockey World Cup 2023. Egis coordinated an accelerated design, approval, and construction process, aligning multiple stakeholders to enable fast-track execution without compromising safety or quality. The stadium’s scale and complexity further intensified delivery demands. Accommodating more than 20,000 spectators required robust structural systems, while the cantilevered roof design called for precise engineering to balance load performance, constructability, and architectural intent. Throughout delivery, Egis ensured full compliance with International Hockey Federation requirements, particularly for the synthetic turf system, where performance criteria for drainage, friction, and durability were rigorously managed.
Procurement and logistics presented additional constraints. Critical materials—including structural steel, specialist turf systems, seating, façade elements, and MEP components—had to be sourced and transported to Rourkela, a location with limited logistical infrastructure. These challenges were compounded by post-COVID global supply-chain disruptions. Egis responded by accelerating procurement planning, approving alternative suppliers where necessary, and maintaining close coordination with contractors to prevent material delays from impacting the construction programme.
Execution on site required careful workforce and risk management. The project depended on specialist skills in steel fabrication, large-scale concrete works, and turf installation at a time when skilled labour availability was constrained. Egis supported contractor teams through coordinated sequencing, on-site problem resolution, and targeted training. Seasonal monsoon conditions further tested delivery, affecting excavation, concrete placement, steel erection, and external works. Construction sequencing was continuously adjusted to mitigate weather impacts while maintaining progress toward key milestones.

Egis delivered the Birsa Munda International Hockey Stadium through rigorous construction supervision, disciplined programme control, and hands-on problem solving under an exceptionally compressed delivery timeline.
From the outset, Egis deployed a dedicated on-site engineering team to manage daily construction activity, enforce compliance with approved designs, safety standards, and execution schedules, and resolve technical issues in real time. Quality was maintained through systematic inspections, including structural integrity assessments, geotechnical testing, and continuous material verification. Particular focus was placed on the installation of the synthetic hockey turf, ensuring full compliance with FIH certification requirements.
Programme certainty was achieved through fast-track execution planning. Egis developed and actively managed detailed schedules using Primavera and MS Project, enabling parallel delivery of civil, structural, and finishing works to meet the 15-month deadline. Progress was continuously tracked, with regular, transparent reporting to IDCO and the Government of Odisha, alongside proactive recommendations to mitigate risks and prevent slippage. Challenges arising from weather conditions, supply-chain disruptions, and labour constraints were addressed through adaptive sequencing and alternative technical solutions, keeping the project on course.
Cost discipline was embedded throughout delivery. Egis maintained close oversight of budgets and contractor performance, preventing overruns through optimised procurement strategies and robust financial monitoring. Value engineering proposals were introduced where appropriate, achieving efficiencies in materials and construction methods without compromising performance, safety, or long-term durability.
As the project moved into completion, Egis led final testing, inspection, and handover activities to ensure full operational readiness. This included facilitating FIH certification of the playing surface and technical facilities, as well as supporting final venue preparations ahead of the FIH Men’s Hockey World Cup 2023.
