Fight payment evasion and street parking space saturation.
Until recently, street parking payment rates were very low in France. In Paris, only 14% of motorists paid to park their vehicle in the streets of the capital. This situation could be attributed to inadequate enforcement and fines judged insufficiently dissuasive in comparison with the hourly parking rate.
Beyond the loss of revenue for local city councils, this situation also leads to a low turnover rate and therefore limited availability of on-street parking space. In Paris, 25% of traffic is made up of vehicles looking for a parking space.
