Southeast Asia Urban Services Improvement Program (SURF)

Ensuring good living conditions for people, preserving the environment, improving government capacity.

Population growth in Southeast Asia has raised serious concerns about urban development. This project is based on studies related to urban water (drinking water, wastewater and drainage), waste management and urban planning.

The objective is to develop solutions for:

combating climate change by building resilience in cities and infrastructure and improving environmental sustainability
making cities more liveable
strengthening governance and institutional capacity

The projects are part of ADB's "grEEEn cities" initiative to make Southeast Asian cities resilient and more livable. The Green Cities Operational Framework (GCOF) combines the 3Es of Economy, Environment and Equity.

Nature-based solutions for a sustainable project.

Egis has been providing technical assistance to the Asian Development Bank for 3.5 years under a framework contract for the preparation of its urban water, waste management and urban planning "sub-projects".

A team of Egis experts in drinking water, sanitation, urban planning, environment and tendering has been established at the Asian Development Bank's premises in Manila (Philippines) to coordinate and manage the sub-projects. Other Egis expertise is mobilized at the start of each sub-project.

Egis is thus leveraging its cutting-edge multi-disciplinary expertise to improve the inhabitants' quality of life and enable a sustainable future for the major mega-cities of Southeast Asia, with appropriate developments.

Redesigning the cities of Southeast Asia, a social and environmental project.

Egis provided technical assistance on urban development strategy, multi-sectoral master plans (tourism, urban, transport, waste and water), feasibility studies, detailed engineering design, contracting and environmental and social assessments.

This program is deployed in 13 cities in the following countries: Vietnam (Gia Ngia, Phan Rang, Phan Thiet and secondary cities), Cambodia (Phnom Penh), Indonesia (Makassar), Philippines (Baguio).

Egis is involved in the entire project preparation life cycle:

Framing of the project
Evaluation of the sector's situation
Urban development strategy, including the elaboration of urban development scenarios
Sector master plan
Feasibility study and loan preparation support
Detailed design and tender documents (for the selected project)

Egis is assisting the ADB in the development of general guidelines, standardization and sharing of innovation tools and techniques. Egis is also contributing to the development of SPADE (Spatial Data Analysis Explorer), a web-based platform on a centralized cloud server containing a variety of geospatial data that can be used for consultation, project preparation, map production and climate change impact analysis.
