Swachh Bharat Mission (Grameen) is a flagship programme of the Hon'ble Prime Minister of India. Its first phase began in 2014, with the main objective of declaring villages Open Defecation Free (ODF) by ensuring toilets were available and usable at household and community level. Rajasthan declared itself an ODF State in 2018.

Following the successful completion of Phase-I, the State entered Phase-II, running from 2020-21 to 2025-26. The ultimate objective is 100% Model Villages: villages that are visibly clean, with regular collection, cleaning and treatment of solid and liquid waste, and maximum community participation.

Why Egis was selected.

After analysing the challenges the client faced in implementing the project on the ground, the Egis team developed sustainable solutions and action plans for these issues and presented them in its technical bid.

This strategy for running the project, backed by strong technical expertise, set Egis apart from other bidders. Egis was awarded the project in July 2021.

Key outcomes.

Open Defecation Free (ODF) status: Significant progress in making rural India ODF, reducing open defecation and improving sanitation practices.

Increased toilet coverage: Construction of household and community toilets in rural areas, ensuring access to sanitation facilities.

Improved waste management: Stronger solid waste management systems focused on segregation, collection and processing, reducing landfill dependency.

Health and hygiene: Fewer waterborne diseases and improved public health through better sanitation and hygiene practices.

Community participation: Active involvement of local communities in maintaining cleanliness and sanitation facilities, building a sense of ownership and responsibility.

Environmental sustainability: Less contamination of water bodies and soil through proper waste disposal and sanitation.

Awareness and behaviour change: Greater awareness of hygiene, cleanliness and environmental sustainability, encouraging long-term change in behaviour and sanitation practices.

Environmental benefit
Phase-II contributes to a cleaner environment by improving waste management, reducing pollution, promoting sanitation and encouraging sustainable practices. These steps help protect natural resources, reduce environmental degradation and ensure a healthier future for generations to come.

Social benefit
The mission has improved public health by reducing the spread of disease through better sanitation. It has empowered communities, particularly women, by providing safe and private sanitation facilities that enhance their dignity and safety. It has also raised social awareness and encouraged collective responsibility for cleanliness and hygiene, leading to stronger community cohesion.

Community participation
Residents are actively involved in the planning, construction and maintenance of sanitation facilities. Through awareness campaigns and capacity building, communities have developed a sense of ownership and responsibility, ensuring sanitation practices are sustained and behaviour change lasts.

Economic sustainability
The mission creates local jobs in toilet construction, waste management (Resource Recovery Centres and plastic waste management) and other sanitation activities. It also reduces healthcare costs by minimising sanitation-related diseases, improving productivity and economic well-being in rural areas.

The challenge.

At the start of the project, there was no mechanism for monitoring cleanliness on the ground, no action plans or strategies in place, and no clear view of the ground reality. The client had a range of liquid waste management technologies, but without the right technical expertise, villages faced frequent technical issues in choosing and adopting the right solution. Communities were also not yet aware of the guidelines or of what they could do to support cleanliness.

The key challenges were therefore community participation, technical issues, lack of strategy, no revenue models to make solid and liquid waste management (SLWM) assets self-sustaining, and inadequate monitoring.

Once the SLWM assets were built, further challenges followed: their operation and maintenance, continued community participation, and the need for technical solutions suited to each area's geography.
