Coping with climate risks

Ensuring the safety of the inhabitants, preserving the biodiversity and the economic stability of the country.

The program, launched by the Philippine government with the support of ADB, includes the establishment of a technical assistance team with the DPWH, a team in charge of implementing the various stages of the project.

Climate change is a major issue for this country and the risk of flooding is a constant concern, given the damage caused. Indeed, they represent 2% of the Philippines' internal budget every year, with a cost of over US$7.4 billion.

The goal of this project is to ensure the proper functioning of six catchment areas, in order to minimize the risk of flooding, and to protect the population and biodiversity, to ensure more social and economic stability.

In order to meet the requirements of the framework contract, Egis (leader) is in a consortium with Inclam (Spain) and Kecc (Republic of Korea).

Nature-based solutions developed in partnership with Seaboost.

The IPIF project places great emphasis on innovation and nature-based solutions. For example, the implementation of biomimetic modules, developed in collaboration with our subsidiary Seaboost, to rehabilitate mangroves damaged by the widening of river beds in coastal areas.

This innovative solution makes it possible to mitigate the risks of flooding while respecting biodiversity.

A social and environmental project.

For this project, Egis combines its expertise in flood risk management with its local experience to ensure a sustainable and efficient project. Egis is carrying out 4 years of studies for DPWH (Philippine Department of Public Works), including:

Pre-analysis
Data acquisition: remote sensing and telemetry (LiDAR Digital Terrain Model), topographic survey, orthophotos
Preliminary analyses and master plans
Feasibility, social, environmental and economic studies
Cadastral and land parcel studies
Detailed technical studies and tender documents

On the one hand, technical studies are carried out in order to establish recommendations for the protection, improvement or consolidation of infrastructure and non-structural systems. This concerns irrigation and drinking water, water and rainwater storage, wastewater and solid waste disposal systems.

On the other hand, these technical studies are accompanied by socio-environmental and socio-economic studies. The technical aspects are studied taking into account the potential indirect impacts of floods on human activities and considering climate change conditions, catchment area management, legal framework, land use planning and the implementation of early warning systems.

Egis is also responsible for the legal, financial and administrative aspects of the consortium, for the coordination between the different members, for the deployment of the team and especially of the core-team experts, for the technical coordination between the different basins and the different fields.

Reclaiming natural spaces.

The work also includes the environmental restoration of the river, linking it to natural environments (300 hectares of alluvial forest), revitalizing natural areas (restoration of seven former gravel pits, three dead arms), and optimizing the biological corridor of the valley, which includes 20 hectares of plantations, 35 km of hedges and 7 fish passage structures.

Through the development of itineraries, green stops and access ramps, the inhabitants will also benefit from better access to the banks of the Isère river.

At the end of the works planned in the valley, all the urbanized areas will benefit from identical protection up to the bicentennial flood of 1859.
