The establishment of the Portfolio Management services and the EPMO by Egis provided the Victorian School Building Authority with insights into their projects and programs that were previously unavailable, and led to significantly improved control of risks, procurement, scheduling, project delivery and completion, and financial management and reporting.
Issues raised during previous internal and external audits were addressed, with no new adverse findings raised.
Environmental
The Victorian School Building Authority is responsible for one of the largest asset portfolios in Australia, including over 1,500 schools and 17,000 buildings. The total energy consumed annually and the greenhouse gas emissions associated with the operation of these schools is significant.
Environmental impacts and the energy efficiency of new and refurbished school buildings were a key focus of the gateway design assurance reviews undertaken by Egis. Working with the Victorian School Building Authority, Egis introduced a number of initiatives which exceeded the statutory energy efficiency targets that were in place at that time.
Social
Education is both fundamental to the development of individuals and families and to building a strong society that has better health outcomes, greater social mobility, and strong economic growth, productivity and employment.
The Victorian Government invested approximately $2,2 billion during the term of this contract to build new and upgrade existing schools to provide Victorian children with schools that will prepare them to thrive in the 21st century.
The services provided by Egis assisted the Victorian School Building Authority in ensuring that the funds invested where aligned with the Government’s educational, time and budget objectives and that Victorian students were able to access the benefits of contemporary education facilities.
Innovation
Through the implementation of rigorous gateway design assurance reviews, Egis assisted the Victorian School Building Authority in ensuring that the design of new and refurbished school buildings and learning settings met the needs of 21st century learners and supported inquiry and project-based learning, communication and collaboration, a renewed focus on science, technology, engineering and mathematics, and the ubiquitous use of ICT by students of all ages.
Economic
The $2,2 billon investment in school infrastructure provided opportunities for small, medium and large construction contractors. Egis developed a web-based portal allowing contractors to register their interest in tendering for specific projects suited to their capabilities and location. Working with the Victorian School Building Authority, Egis ensured that opportunities to tender were spread across all contractors with a substantial number of contractors who hadn’t previously undertaken Government work being successful.
