History, through various accidents (aircraft, nuclear, railway, etc.), has revealed its necessity and taught us invaluable lessons about the need to incorporate a safety approach into every project. This case stands out for the catastrophic impacts that can arise when safety is not prioritized. Its aftermath has left a permanent mark, serving as a constant reminder of our obligation to adopt preventive measures.
The Independent Safety Assessment (ISA) has proven to be an essential component in the implementation of railway projects, ensuring that each subsystem complies with current functional safety standards and regulations.
More recently, its importance has become even more crucial, as it is now a requirement set out in the draft Official Mexican Standard (NOM) 12 - Provisions for the commissioning of new railway projects (as in similar regulations issued by similar regulatory agencies in Europe, such as EPSF/STRMTG (*) in France and AESF in Spain (**)). This allows for the sharing of responsibilities between the builder, transportation authority, supervisory body, and finally the ISA in terms of safety acceptance at the time of commissioning.
